Social and Youth Development -

Divisional Head overseeing the management and control of the entire function of Social and Youth Development.

 

The Social and Youth Development Division is further broken down into sections as follows:

 

1. Section: Early Childhood Development (ECD)

    1. The focus areas of the City of Windhoek’s Early Childhood Development (ECD) are as follows and applicable within the boundaries of the City subject to the ECD Policy.

    2. General Objective Plan, coordinate and implement Early Childhood Development (ECD) programmes and activities.

Specific Objectives:

  • i) Coordinate training and capacity building of caregivers and families cooperation with stakeholders.

  • ii) Coordinate and implement the programs and activities relating to registration of ECD Centres.

  • iii) Facilitate and promote ECD partnership and stakeholder involvement programmes including internships.

  • iv) Advocacy, marketing and awareness creation of the ECD programmes.

  • v) Managing and supporting three (3) ECD Centres of the City of Windhoek.

The Policy is aimed at addressing the following strategic objectives:

  • a) Promote and facilitate the provision of early childhood care and education (ECCE) services, programmes and facilities.

  • b) Facilitate the provision of basic services to centres that comply with set standards and regulations.

  • c) Promote the implementation of programmes aimed at childcare and school-readiness, gender and psycho-socio support.

  • d) Facilitate and coordinate training of caregivers in cooperation with stakeholders.

  • e) Promote family involvement and support in child development.

  • f) Promote family involvement and support in child development.

  • g) Promote basic health, security and safety programmes for children.

  • h) Initiate and encourage partnership to support early child development.

  • i) Establish facility standards for child care centres, infant care, children with special needs and after school care and extended programmes.

  • j) Monitor, evaluate and maintain quality Early Childhood Education & care services and programmes within the City of Windhoek.

  • k) Improve Early Childhood Development programmes and services in the informal settlement are, thus strengthening the ability of families to alleviate the impact of poverty to ensure viable livelihoods.

  • l) Advocate the importance of early childhood care and education.

2. Section: Social Welfare

    Objectives

  1. i) Provide care and support to Orphans & Vulnerable Children (OVC) and vulnerable people (VP) that include nutritional meals and psycho-social support.

  2. ii) Provision of alternative shelters for vulnerable groups.

  3. iii)Oversee the maintenance and management of community centres and halls.

  4. iv) Facilitate the provision of subsidized transport services for older persons and persons living with disabilities. ‎‎

  5. v)Coordinate income-generating projects to improve the livelihood of vulnerable groups.

  6. vi)Facilitate skills development training in partnership with the public and private sector to enhance socio-economic progress.‎‎

  7. vii)Empowering adolescent girls and boys through life skills, mentorship, counselling and educational support.

  8. viii)Implementation of a Food Security and Nutrition System in the city

  9. ix)

    Advocacy e.g. Awareness raising and celebration of national and international events. ‎‎

 
3. Section: Youth Development and Training

    Objectives

  1. Coordinate junior councillor secretariat function and implementation of programmes.

    ‎‎

  2. Develop, design and implementation of library and information services.

  3. Develop, design and implementation of youth development programmes.

    Community Library & Information Services
    Objective of the Library Services:

  1. The main objective of City of Windhoek’s community libraries is to bring free information services to the residents of Windhoek that are located in the informal settlements of the city, and bridge the digital divide among the residents in Windhoek.

    Locations of the City of Windhoek’s Community libraries:

  1. a) Greenwell Matongo Community Library is located on Erf 498, Danela Street, Goreagab.

  2. b) Nathanial Maxuilili Community Library is located on Erf 3613, Tauno Hatuiikulipi Street, Babylon, Okuryangava.

  3. c) Katutura Community Reading Room is located on Erf 1303, C/O Independence Avenue and Wilbard Kapuenene Street, Katutura.

  4. City of Windhoek is in partnership with the Ministry of Education as the MOE provides staff members to the libraries.

Junior Council
Objectives of the Junior Council:

  1. a) Provide learners with knowledge of civic affairs.

  2. b) Report to schools all information about Junior Council’s civic affairs.

  3. c) Create a liaison between school learners and the City of Windhoek.

  4. d) Set an example, which encourages learners to participate in civic affairs.

  5. e) Create a liaison between school learners and the City of Windhoek.

  6. f) Communicate with other Junior Councils and similar youth bodies.

  7. g) Create a platform to develop the leadership skills of the Junior Council.

Nomination application process of Junior Council:

  1. a) Junior Council engages Grade 10 & 11 learners in a 2 year leadership and civic programme.

  2. b) All participating schools are located within the Windhoek Municipal Area as identified by and listed by the Khomas Regional Council, Directorate of Education, Arts and Culture.

  3. c) Annually each school represented in the Junior Council nominates two representatives and will serve for a period of two (2) years.

  4. d) Currently, both government and private schools are represented on the Junior Council as well as the schools with visual and hearing impairments.

Main Activities of the Junior Council:

  1. a) Junior Council receive leadership training and elect the executive committee members.

  2. b) Inauguration of the Junior Council to receive their official mandate.
